History of Teşkilat-ı Mahsusa (Umûr-ı Şarkıyye Department) Volume I: 1914-1916
Although intelligence, strategy and psychological warfare are concepts as old as the history of states, they have been redefined in our age. In the First World War, these concepts played an important role as well as new warfare techniques and new weapons, with the support of the knowledge brought by the modern age. The administrators of the Ottoman Empire also established the Umur-ı Şarkıyye Department – or more commonly known as the Teşkilat-ı Mahsusa – in order not to fall behind their rivals in this struggle.
This study has been prepared to reveal the history of Teşkilat-ı Mahsusa, which has been read mostly through memories and has been the subject of only a limited number of academic research, with archival documents. Documents compiled from the Prime Ministry Ottoman Archives and ATASE reveal all the activities of the Special Organization, from its establishment to its closure, as they were officially recorded. This first volume of the work, which covers the years 1914-16, presents all its activities on a regional scale, after an overview of the history of the organization: Spain-Morocco, Tripoli, Russia, Iran and the Caucasus Front…
1917… The third year of the war. Umûr-ı Şarkıyye Department; It continues its activities based on Morocco, Tripoli, Iran and Russia by using the limited opportunities at the right place and time, with a realistic political mind, not a dreamer. While the war with the Allies continued with all its violence on the fronts, the political war behind the front and on the field did not lose its momentum.
The Umûr-ı Şarkıyye Office, which resisted the political operations carried out by the allied Germany in Morocco, Iran and Tripoli, against the Ottoman Empire at the local level, in 1917, as well as England, France, Russia, and Italy. makes every effort to implement the policy that will benefit from the new situation that has emerged. From Madrid to Tehran, from Tripoli to St. The story of this struggle in the geography extending to St. Petersburg, in the documents, "within the framework of the timeline", in the II. is on the skin.
While reading the process of the activities of Ali Başhampa, Fahri Ferik Nuri, Miralay Tahir, District Governor Ömer Fevzi, Captain Mehmed Nuri, Abdürreşid İbrahim, Köprülüzâde Mehmed Fuad and others in the field and at the desk of the Umûr-ı Şarkıyye Department in 1917; We learn about yesterday, evaluate today, think about tomorrow.
Dr. Ahmet Tetik (1958) completed his undergraduate education at Atatürk University, Faculty of Letters. He received his doctorate from Marmara University, Institute of Turkic Studies. He worked as the archive branch director in the General Staff ATASE Presidency. Many of his works on the military history of the First World War have been published. He continues his archive studies on the covert military-political activities of the Ottoman Empire in the First World War.
In the last year of the World War, the military and civil administrators of the period made an effort to make the "holding force" strong. The attacks of external enemies and local collaborators against the multinational Ottoman Empire to weaken and destroy the "holding force", as before the war, have now become even more intense. The administrators and members of the "Umûr-ı Şarkıyye Department" continue their struggle to keep this force alive.
After being dismissed from his duty in Morocco, Major Tahir, who did not return to Istanbul, went to Reşt, to Mirza Küçük Khan with his "me'mûriyyet-i specially", and then went to Reşt, where he was the Commander of Umûr-ı Şarkıyyeye Me'mûr Cavalry Commander. Returning to Savuçbulak, Mülazım-ı First Yakup and the other idealist hidden heroes of the Umûr-ı Şarkıyye Department did not hesitate for a moment to fulfill their duties in the places they were in throughout 1918. They have only one purpose; “to raise up the state that has reached ruku”. While they struggled for this cause and made their lives meaningful, they built the future "in the present they live".
The Third Special History of Teşkilat-ı Mahsusa. This first part of the volume covers the activities of the Umûr-ı Şarkıyye Department in Spain-Morocco, Tripoli, Iran, Hejaz and Rumelia and illuminates the past with the facts in the documents.

Karen Jeppe (1 July 1876 – 7 July 1935) In the first year of the First World War, in the "dispatch and resettlement" of the Armenians, that is, the deportation (relocation), which took place in the middle of 1915 due to the perception of threats to the security of the Ottoman Empire on the front and the rear, hundreds of thousands of Ottoman citizens Armenian citizens left their homes and neighbors and left their homes and neighbours. they had to be separated from their families during the journey and many of them lost their lives during this difficult journey.
In Aleppo, which is within the borders of Syria today, facilities such as orphanages, hospitals, vocational schools were established to help the Armenians who came to the region with deportation. From the first periods of the relocation, the social and economic aid institutions created by the Ottoman administrators in the region began to serve under the conditions of war. After the war, various aid organizations operate here. One of them is Near East Relief. The activity of this organization in Aleppo from 1922 to 1927 was carried out by Danish philanthropist and League of Nations Commissioner Karen Jeppe.
