Sitting on the left of the seesaw are "Montenegro, Russia, Roumania [sic], [and] Bulgaria", and sitting on the right are "Herzegovina", an unidentified figure holding a rifle and wearing a turban, "Servia [sic], [and] Austria", who are holding onto another unidentified figure, possibly Greece.
